In accordance with the Tianjin University of Science and Technology Measures for Recommending Outstanding Fresh Undergraduate Graduates for Postgraduate Study Without Entrance Examination (Trial), and to enhance the selection of top-notch innovative talents in the School of Chemical Engineering and Materials, these implementation rules are formulated based on the principles of standardization, transparency, comprehensive evaluation, merit-based selection, and full protection of students' independent application rights, while considering the actual conditions of the School.
The School establishes a Selection Working Group for recommending students without entrance examination, responsible for the specific organization and implementation of the recommendation work, implementing collective deliberation and decision-making.

Recommendations for 2026 undergraduate graduates to pursue postgraduate study without entrance examination are categorized into:
Regular recommended students
Recommended students with special academic expertise (award category)
Recommended students for the Postgraduate Student Volunteer Teaching Program
Patriotism, support for the Communist Party of China leadership and the socialist system, strong sense of social responsibility, law-abiding, concern for the collective, respect for teachers, unity with classmates, possessing good ideological and political awareness, moral character, and behavioral habits.
Clear learning objectives, upright academic attitude, honesty and trustworthiness, no record of exam cheating or disciplinary violations during university studies, no academic misconduct such as plagiarism of others' academic achievements.
Mastery of solid foundational theories and systematic professional knowledge in the discipline, strong ability to analyze and solve problems, possessing strong innovative potential, innovative ability, and scientific spirit.
Physical health condition must meet the enrollment health examination standards stipulated by the Ministry of Education.
GPA Requirement: The GPA ranking for recommendation must be within the top 30% of the major.
While meeting the recommendation criteria for regular recommended students, students must have, during their undergraduate stage with Tianjin University of Science and Technology as the first署名单位 (affiliation), published research papers related to their studies as the sole author in core journals, or participated as the first responsible person in authoritative national finals of research competitions related to their studies and won third prize or above.
The scope of domestic authoritative research competitions includes:

"Challenge Cup" National College Students' Extracurricular Academic Science and Technology Works Competition
"Challenge Cup" Chinese College Students' Entrepreneurship Plan Competition
Candidates with special academic expertise must be jointly recommended by at least 3 full professors from relevant majors at the university. The deadline for certification of relevant materials is August 31 of the year of recommendation (based on the date on the official document or award certificate).
In addition to meeting all the criteria for regular recommended students, candidates must also meet the following conditions:
Priority given to Communist Party of China members, possessing strong ideological and political quality, hard-working spirit, and adaptability to harsh environments.
Strong professional ability, good communication skills, capable of undertaking poverty alleviation and teaching support work.
Strong social work ability, volunteer service experience, and spirit of dedication; priority given to those with student cadre experience.

The School will submit these rules to the university's Recommendation Without Examination Selection Working Office for record on September 5 and announce them to students. Applicants must carefully fill out the Tianjin University of Science and Technology Application Form for Recommending Outstanding Fresh Undergraduates for Postgraduate Study Without Entrance Examination (print on both sides), write a personal statement (including ideological and political performance, academic performance, research status and achievements, awards, participation in social practice since enrollment; applicant must handwrite signature at the end of the statement), and fill out the Declaration and Commitment Form for Recusal Relationships for Recommended Postgraduate Application. Submit the application form, personal statement, transcript, and supporting documents to the School's Student Office before 18:00 on September 6. Once submitted, materials cannot be returned or modified for any reason. Keep copies of award certificates, CET-4/CET-6 score reports, etc. Late submissions will not be accepted.
September 7-8: The School reviews the eligibility of applicants and the authenticity of submitted materials, and verifies the ideological and moral performance of applicants.
Morning of September 8: Members of the Selection Working Group and recommendation staff fill out the Declaration and Commitment Form for Recusal Relationships for Recommended Postgraduate Staff. Personnel requiring recusal shall not participate in related recommendation work.
The comprehensive score consists of two parts: academic performance score (80%) and quality & development score (20%).
The academic performance score is converted to a percentage system based on the recommendation GPA (scores exported from the School's academic system).
The quality & development score includes basic quality score (9 points) and development quality score (11 points). The detailed scoring method for quality and development ability items is in Appendix 1. The validity period for providing proof materials is from the date of university enrollment until August 31 of the recommendation year. (If eligible applicants have identical GPA-based scores and quality & development scores, the applicant with the higher average score will be recommended.)

*Note: For students starting from the class of 2020, the calculation of GPA for personalized course credits will include the highest-scoring courses within the credits required by the training plan. This method is only used for calculating recommendation scores.*
The School's Recommendation Selection Working Group will hold a meeting on the morning of September 9, 2025, to determine the list and ranking of proposed recommended candidates by major based on comprehensive scores. The comprehensive scores and recommendation results of all applicants will be publicized on the School's website and bulletin board from September 9 to September 11, 2025, for 3 days. For students with objections, the School will investigate and announce the handling results. If fraud or cheating is found, the recommended student qualification will be revoked, and relevant personnel will be held accountable. Unannounced recommendation results are invalid.
After the School's announcement period concludes without objections, the School will submit the list and ranking of proposed recommended candidates, along with all candidate materials (including application forms, personal statements, commitment forms, transcripts, supporting documents, etc.) to the Academic Affairs Office.
For students applying under the special academic expertise award category and the Postgraduate Volunteer Teaching Program, qualification review, evaluation, and selection will be conducted by the university's expert review panel and the University Youth League Committee, respectively.
The University's Recommendation Without Examination Postgraduate Selection Leading Group will hold a meeting for collective deliberation, determine the proposed recommendation list, and publicize it for 7 days.
After the announcement period expires without objections, the list of recommended postgraduates will be submitted to the Tianjin Municipal College Admission Office for record through the "National Service System for Information Disclosure and Management of Recommended Outstanding Fresh Undergraduates for Postgraduate Study". If objections are raised and verified during the announcement period, the recommendation qualification will be cancelled.
Applicants who have participated in the School's recommendation selection but have objections to the comprehensive score or recommendation result may request reconsideration by the School's Recommendation Selection Working Group during the School's recommendation list announcement period.
During the announcement period for recommended candidate qualifications, social supervision and appeals are accepted. Supervision and appeal hotline: 022-60600275, 022-60602735.
During the announcement period, if a proposed recommended candidate is disqualified or gives up the recommendation资格 due to verified reports or other reasons, the slot will be filled based on comprehensive scores from applicants within the same major. If no suitable candidate is available within the major, the slot allocation for other majors in the School will be decided by the Recommendation Selection Working Group.
After obtaining the recommended postgraduate qualification, revocation will occur under any of the following circumstances:
Fraud or misconduct is found in the recommendation process.
Subject to legal or disciplinary penalties.
Failure in compulsory courses.
Registration for the National Master's Postgraduate Entrance Examination.
Independently arranging to study abroad.
Independently seeking employment.
Other circumstances warranting revocation of recommendation qualification.
Matters not covered herein shall be decided by the School's Recommendation Working Leading Group.
These rules take effect from the date of publication. The right of interpretation belongs to the Office of the Postgraduate Recommendation Working Leading Group of the School of Chemical Engineering and Materials.
